This week's Special Guest is Mr. James Strock, Author and Speaker
on Leadership and Communication.
Mr. Strock's high level career accomplishments in law and government
are extensive and impressive leaving one to wonder how one person
accomplishes so much in one life time and still be so youthful?
In addition to his impressive career Mr. Strock has authored two highly acclaimed books on the topics of Leadership.

and he is a contributor (Winston Churchill, Ronald Reagan, Theodore Roosevelt)
to the Encyclopedia of Leadership,
edited by James MacGregor Burns, Georgia Sorenson and George R. Goethals.
Mr. Strock speaks frequently to business and other audiences, and has
appeared on national television networks and in newspapers, including
a recent USA Today article on the leadership legacy of Pope John Paul II
Listed in Who's Who in America, Mr. Strock is a member of the Council on
Foreign Relations, the Authors Guild, the National Speakers Association, the
Pacific Council on International Policy, the Phoenix Committee on Foreign
Relations, and the Association for Conflict Resolution. He is a trustee of the
Theodore Roosevelt Association. In 2003 Mr. Strock was a member of California
Governor-elect Arnold Schwarzenegger's environmental transition team. In
2004 he served on the regional selection panel for the White House Fellowships.
He is a member of the boards of the Global Nature Fund/Living Lakes Network,
and the Raoul Wallenberg Committee of the United States; and a member
of the newly-reconstituted Committee on the Present Danger which is working
across party lines to build public support for the War on Terror.
Mr. Strock was appointed by Governor Pete Wilson to his cabinet, and
confirmed by the state Senate, as California’s first Secretary for Environmental
Protection, serving from 1991-97. He helped establish and then led an agency
including more than 4,000 employees, with a $800 million budget. During
Mr. Strock's service in the Wilson Administration significant advances were
achieved in protection of California's air, land and water--while simultaneously
reforming, simplifying and updating the state's historically Byzantine regulatory
process. Among the Agency's numerous recognitions during his tenure was a
$100,000 "Innovation" award from Harvard University and the Ford Foundation
for its path-breaking environmental technology certification program.
Following U.S. Senate confirmation in 1989, Mr. Strock served in President
Bush's sub-cabinet as Assistant Administrator for Enforcement (chief law
enforcement officer) of the U.S. Environmental Protection Agency until 1991.
Reporting to Administrator William K. Reilly, Mr. Strock led an expansion
of all aspects of the national program, bringing civil and criminal enforcement
to record levels. He also introduced innovations such as "supplemental
environmental projects," (targeting violators’ penalties directly to environmental
improvement rather than government treasuries) and expanded use of
alternative dispute resolution. His office was instrumental in the development
of the Lieberman-Wilson Pollution Prosecution Act of 1990, signed by
President Bush.
His other work experiences include service as general counsel and acting
director of the U.S. Office of Personnel Management (the federal government's
human resources agency), member of the California State Personnel Board,
counsel to a U.S. Senate committee, and a lawyer in private practice.
Among the recognitions he has received are the Rajiv Gandhi Fellowship,
the commendation of the California District Attorneys Association for
environmental law enforcement, and the Ross Essay Award of the American
Bar Association ($10,000 prize for article on toxic victims compensation).
Mr. Strock was educated at public and private schools in Austin, Texas,
and New Orleans, Louisiana, and at Harvard College (Phi Beta Kappa)
and Harvard Law School. He studied literature at New College, Oxford,
on a Rotary Scholarship. He served to captain in the USAR-JAGC. His
current volunteer work includes photography, speaking and voice
performance for non-profit organizations.
